Lemoore Navy Man Charged With Child Porn After Parent Contacts Snapchat

Christopher Jeorge Millican, a petty officer 3rd class at Naval Air Station Lemoore, was indicted on two child sexual exploitation charges Thursday by a federal grand jury in Fresno.
U.S. Attorney McGregor W. Scott announced the charges in a news release.

Parent Complains to Snapchat

According to court documents, on July 27, 2018, a parent contacted Snapchat and reported that someone, later identified as Millican, had been “flirting” with an 11-year-old girl. Millican allegedly asked for pictures of the girl and sought to learn where she lived.
Snapchat then reviewed Millican’s account and discovered that he had been soliciting several minors for sexually explicit content, according to court documents.
Millican, 26, is charged with one count of sexual exploitation of a child and one count of receiving child pornography.

U.S. Navy Investigators Involved in the Case

The investigation involved the Central Valley Internet Crimes Against Children Task Force, the U.S. Naval Criminal Investigative Service, the Hanford Police Department, the Fresno office of Homeland Security Investigations, and several local police agencies across the United States.
Assistant U.S. Attorney David Gappa is prosecuting the case.
If convicted, Millican faces a mandatory minimum prison term of 15 years for the sexual exploitation charge. The receipt of child pornography charge comes with a mandatory minimum prison term of five years. Upon conviction, there are also fines of up to to $250,000 for each count.
